Vector-izing images

I have a photograph I want to make into a stencil. Doesn't have to capture all of the original detail, but I just have no idea how to use photo editing software to make the transition to a vector image.

What programs do you guys use? If they are open-source, bonus points.

Inkscape is a powerful open source program, lotsa good advice here http://www.inkscapeforum.com/

it doesnt sound like you need to vectorize. i think you can do the effects you need more easily in gimpshop. heres a pretty good tutorial.

^^ yep, vectors only if you plan on having the stencil cut with a plotter
