Of the players I watched at the previous Worlds, I would say that Walt Haney and John McCray are the best putters. Haney had a bigger sample size as he was on the lead card most of the time (despite not having the distance of the other guys).
I think Mike Moser is among the best in the world when it comes to putting.
I've played many a round with him and when he's on he doesn't miss anything inside 60'. Even on a mediocre day he rarely misses inside 40.
He just finished 4th at this year's worlds and finished 7th last year. He's won several major events this year against stiff competition. He doesn't have a big arm (usually 420-440 range) or a huge array of shots but his finesse and short game keep him competitive against the best in the game.
I think what makes him a great putter is his range (up to 120' push putt) his distance/speed control and his focus. He has the same simple pre-shot routine everytime. Takes just enough time to get lined up and balanced then one, two and fire. Standing over a putt too long builds anxiety. I think stepping up, focusing and letting loose within 3-5 seconds seems to be a successful execution for many of the top players.
from what i've heard, steve rico is a really good putter, too, and nails everything inside 60' when he's on.
that usdgc clip of the final round with barry shultz commenting he mentions that he's never seen "anyone putt that good for the length of time" referring to nate doss at the 05 worlds. in the usdgc clip nate hits pretty much everything. he takes a lot of time... which is also my preffered method, gotta relax and clear the head for sec.
