I don't remember how many years back it was, when i saw a program on TV about the pilot project of the US army installing chips in the arms of soldiers. Don't remember the program either. It said, that the plan was to use the chips for ID and contain info on blood type and other medical conditions so, that a chip reader could instantly and reliably give vital information in case of an injury or getting wounded and needing medical treatment. The program was supposed to cover most troops within few years, but maybe budget issues came up. Wars cost so niceties are easily dropped. The program showed a chip being inserted to a service person.
