False. There was some clause in the law that allowed for 2 boxes (I forget how it's worded; it is translated to mean 2 boxes or so much loose tobacco) a year as long as it was a registered trip.

They put a little sticker on the back of your passport, or they used to rather. Even this is now illegal however.

Here is how the law actually reads:
"Only persons returning directly from Cuba after a licensed visit there are permitted to bring Cuban

cigars into the United States, provided the domestic value of such cigars does not exceed 100 U.S.

You also have to sign a waiver stating you are using them for personal use only and not distribution. But as you said, you can only bring them in if they come DIRECTLY from Cuba from a licensed visit there. If you bring them in from Mexico, Canada or anywhere else you will get in trouble.


Best way to get Cubans is take a dominican box with you on your out of country trip, remove the labels from the cuban cigars, load up the dominican box with the cubans. No box, no cuban labels, not cubans. Mail the labels back to you from postal service so they'll be waiting for ya when you get home.

I know a lot of peopel that did it this way and were successful bringing a box or 2.
