If my math is right, the circumference, c, of the putting circle would be:

For 18 holes, 18 * 62.83 = 1130.97m.

This may be cost prohibitive, but probably no more so than a rope on every hole. The problem is that you would have to redo it for every tourney, whereas you could just take in ropes and re-distribute them for every tourney.
