Patapsco is open year around and it is a pay to play course. I believe the cost is $2 which isn't bad considering the sweetness of the course.

Side note: Rockburn is playing very first-timer friendly right now as alot of the thorn bushes have been destroyed. It's worth the ride, Patapsco and Rockburn are close enough to play both in one day.
