Breiner breaks even on the fees with most of it going to the credit card processing companies. Breiner doesn't charge the PDGA for providing the service and the PDGA doesn't make any money other than they don't have to pay anyone to run the service which Breiner does.
No one is holding gun to the heads of the manufacturers to get their discs approved. PDGA players are less than 1% of all players so the manufacturers could and do bypass the PDGA approval on some discs. If manufacturers pay the fee to get their discs approved, they must feel it's a good business decision to do so. Manufacturers have the option to put the words "PDGA Approved" on a disc. It's not required.
