Fantasy Baseball ... Taxi Squad

Need some help ...

I am the league manager for an ESPN fantasy baseball league. This is keeper league in its second season. This past year we kept five players, but we are having preliminary discussions regarding the number of keepers for next season. There is some debate to keep it at five, expand it to seven, or setup a taxi squad made up of minor leaguers.

My thoughts are to conduct a supplemental draft at some point after the official MLB draft in June. My questions are:

1) How to run and order the draft?
2) Where to save the results?
3) When should the drafted players be eligible for each owner's active team?

I'm sure lots of other questions will pop up, but these are the basics.
