Disc golf stricter than stick golf?

Soo... watching the PGA Championship today and I noticed something: Louis Oosthuizen, the reigning Open champion, had a shot from the very edge of Lake Michigan. He chose to go into the water completely barefoot and shoot with multiple points of contact out of bounds. If this was disc golf, I could count two rules right there that he would be breaking. I can't imagine that he broke any PGA rules, because they are INCREDIBLY strict about those things (see: grounding the club, on a windy day).

This may be one of the first times I have taken note of the PDGA being stricter than the PGA.

Water on a golf course is typically considered a hazard, just like a bunker, its not OB. Therefore that was still a playable shot.

OBs aren't really that much of a bother in golf, where the main problem we have to deal with is the lie of the ball. Disc golf doesn't really have anything similar (bunkers etc.) so OB is substituted.

However if you go OB in ball golf off the tee, you have to re-tee shooting 3, where as in disc golf, you get to move up to where you went OB or touched IB and throw from there shooting 3.
