Suggestion: Trolls

The level of discourse on this site has slowly been taking hits over the last year or so. There are always gems to find here, but sifting through some of the BS is tedious. I remember when I just lurked here and never posted because I didn't want to be that guy that didn't have anything profound or at least useful to say.

I don't want DGR to be a police state, but is there any way to encourage trolling to be kept in the Off-Topic section of the site? There is a particular person I have in mind and makes me bring this up, but trolls come and go.

Would it be so wrong to drop a banhammer on someone that contributes to the site with less than 20% of their posts, and the other 80% is needless trolling?
