The only problem I have with the 2m rule is that it is very luck oriented.

Someone could have a shot that is only kind of bad hit the outer branches of a tree and get stuck in it, where someone else could have a worse shot into the heart of a tree that falls out.

Also, it may just be the foliage in the inland northwest here, but I see more backhand/sidearm shots get stuck in trees than overhand shots.

I am not sure that I have ever played in a sanctioned tournament where the 2 meter rule was in effect. I feel like I would like the idea of situational usage for risk/reward purposes, but having not been in that situation, it's hard to comment on. Apparently, the 2M rule is not popular with VA TDs. Several of our local courses are covered with cedar trees, which like the way discs taste, evidently. Falling Creek in Bedford had some teeshirts made that said "Damn you cedars and your disc grabbing ways!" on the back, after a club member uttered those same fateful words. It almost seems to me that the people who would be stroked (lower divisions) are the ones who need it the least, whereas upper echelon players should be avoiding trees anyways. OB rope is better IMO.

Every NorCal PDGA event I have played it was in effect. I expect it is in play at every Norcal event.
Destroyer,Sidewinder,Firebird,Eagles,Leopard, Roc, Mako, S Wizard.

Sometimes I wonder why that Frisbee is getting bigger then it hits me.

In switzerland we play without it. Up to the TD, but 95% dont use them.

We call it the "american OB" rule ^^

Its rough when you're the one it happens to but I still think this rule should always be in effect to discourage the cheesy "crash the tree" lines that are available on some holes

Design problem that shouldn't be solved with a fluky penalty. One way a basket surrounded by trees has been protected from "crash thru shots" is to place a drop zone about 10m from the pin. Creating a local rule using Special Conditions rule 804.01, if a disc is suspended above ground within 10m of the pin, the player goes to the drop zone without penalty and has to make a 10m putt, no drop in.

that might actually be good way to solve the problem with holes, where its otherwise advantageous to just try and get stuck in the tree near the basket.
