How does the PDGA rules and ppl in general feel about X-Outs and dyed discs?

As long as they are under the weight limit and conform to other requirements they are fine. X-Outs usually just have cosmetic flaws or bumps, ripples somewhere in the disc. Dyes are fine as well because they don't alter the disc enough for it to be illegal.
