I agree, the rules would have to be changed to allow for post round penalization of a player who threw out of turn with the apparent silent assent of other players on his card, and who proceeded to hole out unseen after announcing his intention to do so, without any objections voiced from other players on his card.

I was the TD. The non-smoker declined on hole #14 Tee. After hole #16 he walked right by tournament HQ and never said a word. After their round when they were adding scores, the dude noticed he would finish higher in the standings if one of the smokers got DQ'ed.

either you dqd him and let him manipulate the tourney standings with (most likely) uncorroborated accusations or you didnt and are in violation of 3.3(B)(11).
