because he is an ideologue and felt he was helping...not hurting...the people he served. he got his flowers from the farm he formerly ran...which was NOT funding the evil mexican drug cartels as so many of the pro cannabis prohibition camp might have you believe. most of the cannabis consumed in the US is grown domestically.

this country has a rich history of knowingly breaking laws that are unjust. its called civil disobedience.
