Maybe it's just me, but I refuse to believe someone standing 3 inches past their lie and sinks a 30 ft putt would have missed if they were 3 inches back. Just like I don't understand how people get angry if you are talking while they throw. I guess I can understand if someone suddenly yells but people in a normal converstaionI will never understand.

But yeah, I have never called a rule violation. Wheter playing leagues or casual. I guess if someone breaks the rules to get around an obsticale or something, but if someone stands an inch past their lie in the middle of the fairway, you're just being petty by calling that.

The other side of that is, if they wanted to be 3 inches (we'll assume its only 3 inches) closer to the basket, they should have made a better throw rather than break the rules.

one point that seems to be missed here is how you call the violation. there is a local guy here who in a tourney called me for a falling putt that is fine ( i was out side the circle and the rest of the group agreed with me). They way called was by screaming " what the fu*k you better not planning on doing that falling putt sh!t th whole round" I am used to him and told him to get the f"in tape out or shut up but he gets in the heads of people who haven't played with him before.

My aside aside, the manner in this case mattered. Since the caller was "screaming" and used profanity, he violated 801.01B ("Examples of discourteous actions are: shouting, cursing, …"), and was eligible for a courtesy violation. I, for one, would have called it with the greatest of glee.
