Disc Golf terminology varies from person to person and region to region so the easiest way to figure out what is meant by a term is to consider it in the context in which it is said.
Since "tweener" generally would be considered something between two points of reference, it likely has something to do with that. The place where "tweener" makes the most sense to me deals with the distance needed to make a shot. If the comfort range of my putter is up to a 150 feet and the comfort range of my midrange is 175 to 240 feet then a shot which is 160 feet away is a tweener shot, a little farther than a putter and a little shorter than a mid.
A tweener shot might also reference a distance where it is tough to decide which kind of grip to use (control or power).
Perhaps that would make a tweener beaner leaner shot pretty rare outside of Boston.
