That's cuz the land is too valuable to waste on a park, let alone one where it's hazardous to picnic.

The beaches there are enormous, and represent a large fraction of the available open park space in the region. The Santa Monica mountains are jealously guarded by nimbys and environmentalists (whose interests largely intersect in keeping out the riff-raff), leaving very little chance for a disc golf course to ever be established. The one further south in Manhattan Beach is supposed to be a joke: 9 baskets in a crowded postage stamp of a park. La Mirada, El Dorado, Sylmar, and Casitas are all very fine courses, but easily up to an hour drive in LA traffic from W LA.

Anyways, it's a good thing I didn't stay in that region, myself, or I never would have picked up disc golf!

For those that didn't read the article, its not explicitly illegal. You have to have a lifeguards permission first to use a Frisbee or football.

Sylmar is my home course. I've played some others in the LA area but not so much since I lost my license. Huntington is a cool course, but simple. La Mi rocks. Never played El Do or Whittier. Dodger Stadium is okay but the sidehill lie for almost the entire course means you get screwed regularly on roll aways and fadeouts. The new course at Verdugo Hills is fun. It's on a par 3 ball golf course which means more open fairways and just a cool place to g out there and let it rip. Oak Grove can be a cool course to play also. As you said tho, W. LA is a vacuum.
