To cut it short, yes, but it depends. The easiest way is to lay it on a flat surface, dome down, pour boiling water into the bowl and lay something heavy on top of it to push it down, and let it cool. If you don't put anything on top of it, it can actually dome up more in some cases. However if you have a sufficiently large dome, or the particular plastic blend behaves like that, you won't really get a flat dome, but a ripply, wavy, puddly top. It's much easier to make the plastic expand more than to make it contract. One thing I've been wanting to try is to heat up the flight plate with boiling water, and instantly immerse it in something really cold, like ice water or even liquid nitrogen or something like that. It could possibly shrink more if you cooled it down fast enough.
