DGCR charges to sell discs now?

When did that start? I know it's only $5/year, but it's still pretty lame.

Why shouldn't they?
I run a site and to sell on mine you have to be an "Established Member." It's free, but it takes membership of 30+ days and 25+ posts. If you're going to try to scam it's less likely you'll put in the time or pay the $5.
